Given that Herrig has a size advantage over Waterson, Herrig may be best served by employing a wrestling heavy game plan and grinding Waterson down with ground and pound. Waterson does have some great submission skills, which makes her dangerous on the ground game, but Herrig stands a great chance of winning the fight if she can avoid that.
